Directorate General of Armaments

As a unique entity within the State, the Directorate General of Armaments (DGA) , since its creation by General de Gaulle in 1961, has enabled France to be among the world's leading nations in terms of technological mastery of defense , management of complex projects, cooperation and exports .

It thus allows the Nation to maintain a complete army model , in a process of sovereignty and autonomy , now integrating the transition to a war economy desired by the Minister of the Armed Forces and based on an ambitious military programming law .

For over 60 years , the DGA has provided the French armed forces with the weapon systems that meet their operational needs and prepares them for the future, in a true shared destiny with the armed forces. 
The DGA constantly adapts to meet its missions in the face of geopolitical , technological , and human challenges .

It oversees the development of one of the world's strongest industrial networks, comprising around ten major industrial groups, research laboratories and institutes, as well as more than 4,000 startups, small and medium-sized enterprises, and mid-sized companies, representing 200,000 jobs across France. 
As the leading government purchaser , in 2023 the DGA placed €20.4 billion in orders with industry and invested €1 billion in innovation and defense technology projects.

With 18 sites in France, 10,500 civilian and military personnel, nearly 62% of whom are managers, engineers, or experts, and a network of over forty international partners, the DGA conducts an average of more than one hundred armament projects each year , covering the full range of the highest-tech equipment required by the French armed forces. 
Transforming without disrupting what works, providing the Ministry and the armed forces with the tools and weapons necessary for their future capabilities, anticipating the future without succumbing to the urgency of the present, and recognizing the value of the women and men who make up and are the DGA: these are the challenges the DGA addresses for the protection of our citizens , the equipping of our armed forces , and the success of France's military.

Engage and prevail in an air-land coalition

The international strategic context is undergoing a profound transformation.

The return of competition between powers, the contestation of common spaces, the militarization of technologies and the acceleration of decision cycles are redefining the conditions of air-land engagement.

In this demanding environment, the Army is a central instrument of France's strategic credibility .

As a force for decision-making and contact, it offers political authorities a full range of options: protection of national territory, power projection, action of conventional forces in support of nuclear deterrence and major engagement in coalition.

Following the course set by the future strategic vision ( Future Air-Land Action ), its capability evolution responds to a clear ambition: to have a complete, coherent army model, capable of responding to all these options and in particular of conducting high-intensity combat over time up to the corps level, in coalition.

The modernization undertaken with the Scorpion program strengthens the integration of systems, informational and decisional superiority, as well as the coordination of effects.

The new generation armored vehicles , the modernized Leclerc tank , the CAESAR artillery , intelligence capabilities, drones and electronic warfare are part of a digitized architecture enabling accelerated and controlled joint and combined arms maneuver.

Beyond equipment, the French Army is strengthening its capacity to plan and conduct large-scale operations. 
The increasing operational readiness of divisions and corps, large-scale exercises, and joint allied preparations are realizing this ambition: to be able to conduct a major, sustained engagement in a contested theater.

This credibility is fully exercised in coalition.

As a major partner within the North Atlantic Treaty Organization, and committed to European defense initiatives, the Army is able to integrate, structure or command, as a framework nation, a multinational system, in a joint and inter-allied environment.

Decision-making superiority, moral strength, initiative, endurance, mass, protection, agility and cooperation: these principles guide its adaptation.

Serving the national strategy, the French Army is today a modern, credible force ready to engage across the entire spectrum of operations.

Direction de la Maintenance Aéronautique

The Direction de la Maintenance Aéronautique (DMAé) plays a crucial role in maintaining the operational readiness of aircraft. As a joint service organization, it reports directly to the Chief of the Defence Staff . The DMAé is distinguished by its central responsibility for optimizing the performance and availability of aircraft and other equipment used by the French armed forces.

Service de l'Énergie Opérationnelle

The Service de l'Énergie Opérationnelle (SEO) is a joint entity responsible for managing the supply, storage and distribution of petroleum products and alternative energies for the armed forces and other services or organizations affiliated with the Ministry of the Armed Forces.

In addition to the three main branches of the armed forces, other bodies of the Ministry of the Armed Forces as well as the National Gendarmerie and Civil Security can benefit from these services.

Service du Commissariat des Armées

The Service du Commissariat des Armées (SCA) is a military organization responsible for logistical support and general administration for the Ministry of the Armed Forces and the armed forces , both in mainland France and overseas, abroad, and during external operations (OPEX). Its mission is based on a comprehensive approach, ranging from the development of support policies with the necessary expertise, to the production and delivery of services across eleven dedicated functions. Thus, the SCA implements all ministerial policies within its areas of responsibility.
