The Combined Space Operations (CSpO) initiative met from 2 to 4 December in Toulouse, France. Gathered in the newly inaugurated French Space Command building, senior representatives from the ten nations participating in the initiative met to continue developing interoperable, agile and resilient architectures, reaffirming their determination to protect and defend their interests against growing threats in the space domain.

Representatives from the ten nations participating in the CSpO initiative shared their concerns about the threat posed by the intensification of irresponsible and hostile behaviour by certain countries. These actions undermine the stability of the space domain, on which our societies depend for both their economic prosperity and their national defence and security. Furthermore, such actions can cause confusion, endangering the safety and security of the space environment. This can lead to misunderstandings and thus cause tensions to escalate, both on Earth and in space. Faced with such challenges, the senior representatives reiterated their commitment to international law. They reaffirmed their roles as responsible actors in conflict prevention, in ensuring a stable and sustainable space domain, and their opposition to activities that threaten operations in, from, to, and through space.

Nations participating in the CSpO initiative will not remain passive in the face of these growing threats. Their senior representatives remain committed to improving cooperation, coordination and information sharing, developing a better common understanding of threats in the space domain, and strengthening interoperability in order to improve resilience at all levels.

This is the first time that France has had the privilege of hosting the annual meeting of CSpO member nations. This high-level meeting took place in the new infrastructure of the French Space Command, inaugurated on 12 November by President Emmanuel Macron. These facilities now host almost all of the operational units responsible for military space operations at France's first space-focused air base, General Robert Aubinière Air Base (BA 101). This event confirms Toulouse's strategic role at the heart of the French and international space ecosystem as a prime location for coordinating national capabilities and inter-allied cooperation in space.
