The Ministry of Defence is organised into three principal sections under the leadership of three officials: the Chief of the Defence Staff, Chief Executive of the DGA and the Secretary General for Administration.

The General Secretariat for Administration (SGA) works toward achieving three major objectives for staff, directorates and services in the Ministry of Defence:

  • Supervision and ministry-wide policy coordination through operational directorates (human resources, financial affairs, defence estate and legal affairs) and dedicated missions (purchasing; public-private partnerships; and information, administration and management systems).
  • Provision of services through directorates or special services, including the National Service Directorate; Directorate for Status, Pensions and Social Reintegration; Paris-based Central Administrative Support Service and the Defence Infrastructure Service.
  • The Secretary General plays a prominent role in reform of the Ministry of Defence, which ensues both from the White Paper on Defence and National Security and the General Review of Public Policies. The Secretary General is responsible for modernising the Ministry.

To this end, the Secretary General heads the Ministry Modernisation Committee, which is directly responsible for reform and brings together key leaders in reform for monthly meetings, and analyses progress on projects. The Secretary General for Administration is also accountable for progress on ministry reform at the interministerial level.

The Secretary General for Administration is a member of the Ministerial Executive Committee (COMEX), which oversees the reform process and is headed by the Minister of Defence.
