All services in the General Secretariat for Administration (SGA) were closely involved in preparing current defence reforms, i.e., the White Paper on Defence and National Security and the General Review of Public Policies. Almost all organisations within SGA are affected by the reorganisation, which may involve rationalisation, adaptation, pooling resources or occasional elimination.
The SGA’s unique wide-ranging skills give it special responsibility for conducting and implementing ministerial reform as well as social and economic support.
The Secretary General for Administration, president of the Ministry Modernisation Committee
The Secretary General heads the Ministry Modernisation Committee, which, with a restricted format, is responsible for supervising ministerial reform. It considers projects, sets policy and takes decisions at its level. The Ministry Modernisation Committee also produces synthesis reports that assist the Minister of Defence and the Ministerial Executive Committee, which oversees reform, in verifying progress on reform at regular intervals. The Secretary General is also mandated by the Ministry of Defence to provide the General Directorate for State Modernisation with regular progress reports.
Supervising ministry-wide reform projects
For reorganisation related to implementing the General Review of Public Policies, the Secretary General directs a dozen projects for reform and implementation of ministry-wide support structures relating to improving operational performance, including internal reorganisation of SGA; central processes such as finance and human resources and major functions such as purchasing reform and conversion.
