The international context in which France has to develop has undergone radical changes over the last few years. Technological and economic changes, faster communications, the emergence of new world powers, new threats and new players all combine to create a globalised world. It is not easy for a medium-sized power to exercise, on its own, any real influence over an international community that grows more complex as each day passes. Being able to take action within the framework of the European Union has therefore become an abiding principle in French foreign policy, insofar as regards issues such as peacekeeping missions and compliance with international law and multilateral cooperation.
