Background

Update : 18/03/2011 9:19 am

Between 1964 and 1992, three institutions succeed one another and precede the creation of the Delegation for Strategic Affairs.

1964: Creation of the Center of Foresight and Evaluations [C.P.E] By Pierre Messmer
It is the First French institution exclusively dedicated to the future. Its missions: strategic foresight, evaluation and selection of the orientations of long-term armament programs. The C.P.E. contributed to the definition of the French doctrine in nuclear deterrence.

1982: the GROUP succeed the C.P.E.
It takes back the same attributions adding short-term views. It help preparing speeches of the Minister and writing syntheses on news headlines. GROUP realizes operational-related studies. Its role is more political than the C.P.E. and it is placed under the authority of the Minister.

1987: GROUP becomes the Delegation for General Studies ( D.E.G).   Elaboration of armament-related positions is added to its attributions. The direct link between the director of D.E.G and the Minister Staff enhances D.E.G's efficiency.

1992: The DAS succeeds the D.E.G.
With only twenty persons at start, DAS is created along with the Direction of Military Intelligence [DRM], the Staff for Joint Task Forces and the Operation Center for Joint Task Forces, establishing a professional reorganization and a technical improvement of useful capacities for the action of the ministry.
