The Delegation for Strategic Affairs is divided in four divisions. The Director in charge of Strategic Affairs is surrounded with a Deputy Director and with five Deputy Assistants who oversee the main cross-functional files. It also has a unit in charge of the management of the program 144.

The divisions and their missions
An order of December 17th, 1992, modified by the order of August 25th, 2000, organizes the DAS mainly in four divisions.

  • The division for Euro-Atlantic questions [ SDE]
    The division for Euro-Atlantic questions lead all the bilateral and multilateral affairs interesting the European and transatlantic architecture of security, the management of the crises and the preservation of peace. It appreciates the evolution of the reflection and the strategic choices of the European Union and the NATO. It is in charge of the follow-up of the bilateral and multilateral negotiations. It participates in the development of the bilateral defense relations with the countries of the euro-atlantic zone.
  • The division for Regional Issues [ SDQR]
    The division for Regional Issues handles strategic evaluations and studies of anticipation and forward plannings concerning all the geographical zones others than Western Europe and North America. It insures the information of the Minister, prepares his bilateral meetings. It follows the questions of cooperation and elaborate, in constant connection with the other institutions of the ministry, the contributions in the interministerial dialogue for the definition of the French positions. It participates in the processes of preparation of the CIEEMG (interministerial committee of study for the exports of war materials) for countries recovering from its competence.
  • The division for Control and Proliferation [ SDPC]
    The division handles questions relative to the general prospective, to the concepts of defense, to the planning, to the capacity analysis and to the programming. It analyzes the consequences of the processes of reform. It is in charge of nuclear and spatial questions, study of the impact of the new technologies on the defense, questions of arms control and fight against the proliferation of weapons of mass destruction.
  • The division for Defense Policy and Foresight  [ SDPPD]
    The division participates in the works of definition and implementation of the defense policy, in the capacity and technological works in contact with the EMA / DCE and the DGA and insures the coherence of the prospective within the ministry. it analyses the evolution of geostrategic context, risks and the threats associated by contributing to the elaboration of global strategic and capacity orientations.
